Proposed Separate Rate to Market, Promote and Develop The Parade

The City of Norwood Payneham & St Peters has completed its community consultation program with business and commercial property owners on The Parade about implementing a Separate Rate to assist in the promotion, development and marketing of the City's busiest retail and commercial precinct.

The proposal is to raise $150,000 per year for three years by applying a Separate Rate or 'trader levy' to all commercial properties operating within the District Commercial Zone,

Business Zone and part of the Mixed Use Historic Zone adjacent The Parade. The Council also committed to continue to provide $55,000 a year for the next three years, also to assist in the marketing, promotion and development of The Parade alongside the levy, should it go ahead. All revenue raised through a separate rate would only be used for the benefit of The Parade business sector.

Consultation on the Separate Rate has closed and a report on the feedback received has been considered by both the Council's Norwood Parade Precinct Committee and Business & Economic Development Committee. Both Committees have recommended that a lesser Separate Rate be applicable to offices on The Parade than that which is applicable to retail and other businesses.

The Business& Economic Development Committee will recommend to the Council that the amount raised from the Separate Rate be reduced and that offices pay half of the Rate which is applied to retail and other businesses.

 

The Council will consider the Separate Rate proposal at its special budget meeting on Tuesday, 20 May 2008.
